” نظمت “شبكة عملي حقوقي” ورشةَ عمل حول “صندوق البطالة وسياسة الحماية الاجتماعية للعاطلين عن العمل” في فندق راديسون بلو – بيروت، شارك فيها وزير العمل مصطفى بيرم وحشد من اصحاب القرار وفاعلين/ات ومؤثرين/ات ونقابيين/ات وناشطين/ات وحقوقيين/ات.
بداية عرّفت ساندي متيرك من المفكرة القانونية بالشبكة التي تضم 14 من منظمات المجتمع المدني في لبنان، تعمل لتحقيق العدالة والحماية الاجتماعية والقانونية الشاملة، لا سيما للعمال/ات والموظفين/ات في سوق العمل بما يتوافق والقانون الدولي لحقوق الانسان.
وزير العمل مصطفى بيرم رأى في مداخلته اننانعيش ما هو اخطر من البطالة وهو العطالة اذ فُقد الحافز للعمل بسبب تلاشي الجدوى، وفي ظل المنافسة الخطيرة التي يشكلها النزوح السوري، اضاف ان الوزارة تبنت مشروع نظام تأمين البطالة كونه يعطي نوعا من الامان الاجتماعي للعمال الذي هو حجر الاساس بدونه يسقط المجتمع. وقال ان وزارته احالت المشروع الى البرلمان ودعمت انشاءه وهو الان يُدرس في اللجان النيابية. لكن الصندوق الوطني للضمان الاجتماعي عاجز حالياً عن تغطية صندوق البطالة بسبب الخلل البنيوي في الصندوق وديونه على الدولة البالغة 5000 مليار ليرة.
ليّا ابو خاطر ممثلة منظمة العمل الدولية اكدت على اهمية مشروع نظام تأمين البطالة لكنه غير كاف في ظروف الانهيار، وهو عبارة عن اقتراح اضافة فرع خامس على فروع صندوق الضمان الاجتماعي الاربعة، يحصر فئة المستفيدين منه بالمسجلين حاليا بالضمان بحيث يعطى بموجبه العامل مساعدة 70% من راتبه في الشهرالاول و50% في الشهر الثاني و40% في الاشهر المتبقية، واوضحت ان المشروع لن يشمل نصف مليون اجير غي مسجل في الضمان الاجتماعي، وشددت على ضرورة ربط صندوق البطالة بمشروع ضمان الشيخوخة.
الخبير الدولي غسان صليبي قال ان نسبة البطالة اليوم وصلت الى 50% من القوى العاملة، كانت 17% قبل ازمة كورونا والانهيار الاقتصادي الذي تسببت به المجموعة الحاكمة، واعتبر ان المشروع يؤمن جزءً من الحماية وليس كل الحماية وهو يصلح في حالة افلاس شركات وليس افلاس دولة، وطالب باعادة مراجعة الدراسة الاكتوارية بعد التطورات الاقتصادية الخطيرة، وختم بالدعوة الى تشكيل حملات ضغط مدنية ونقابية لاقرار المشروع في البرلمان والاستفادة من وصول النواب التغييريين الى المجلس ومن وجود وزير العمل الحالي المؤيد للمشروع.
ثم تم عرض فيلم عن واقع البطالة وفي الختام جرت جولة نقاش مع الحضور وتم تبني توصيات تناولت ضرورة المحاسبة السياسية وعقد اجتماعي بديل وتفعيل المؤسسة الوطنية للاستخدام وانقاذ صندوق الضمان وخلق ضغط نقابي فاعل والدعوة لمؤتمر وطني لتطوير قانون العمل.
